The National Heavy Vehicle Accreditation Scheme (NHVAS) plays a vital role in maintaining safe and reliable heavy vehicles for the benefit of the public and other road users.
On a national basis, the National Heavy Vehicle Regulator (NHVR) manage and administer the accreditation of Operators in the National Heavy Vehicle Accreditation Scheme (NHVAS) who must demonstrate and maintain a record of compliance with heavy vehicle regulations and standards.
Under the NHVAS, heavy vehicle Operators may be accredited in one or more of the following:
- Mass Management Standards;
- Maintenance Management Standards;
- Basic Fatigue Management Standards;
- Advanced Fatigue Management Standards.
In accordance with strict business rules and standards, heavy vehicle Operators shall:
- Develop and maintain a compliance management system;
- Document the procedures that staff must follow in the management system;
- Produce (and keep for audit purposes) documents and other evidence that prove compliance;
- Undergo independent audits to establish and/or maintain accreditation.
Auditing is compulsory whether establishing or maintaining accreditation. The maintenance of accreditation is dependent upon the Operator’s history of compliance and an aptitude to uphold public safety and road infrastructure objectives.
An essential contributing factor to the success of the Scheme is the competence and integrity of Approved Auditors operating under the NHVAS. Approved Auditors must act professionally and ethically at all times and are subject to a Code of Conduct.
